In chapter 4 of Evaluation: A Systematic Approach, Rossi et al. (2014) focus on assessing the need for a program. The first question to ask when assessing whether or not a program is needed is if the specified program addresses a significant social issue in a way that would effectively improve social conditions (Rossi et al., 2014). Once an accurate description of the social problem is conceptualized, the evaluator can determine if the program would be able to remedy the issue (Rossi et al., 2014). Lastly, the cost of the program’s implementation can be estimated (Rossi et al., 2014).
