Bill S.3979, The Support Kids Not Red Tape Act is a bipartisan bill. 
Problem statement:
Schools across the United States of America, low-income families, children, and youth (population) are without free or reduced meals are due to Covid-19 pandemic, supply chain difficulties, and inflation due to high food costs for the year (problem 1). Children and youth within low-income families that are food insecure in their household are at a higher risk of being hospitalized in early childhood and suffer from chronic diseases, mental health issues, and suicidal ideation (problem 2). Every child or student in need deserves free or reduced lunches helps to reduce obesity, poor health, and food insecurity for low-income families. National school lunches provide more than one third of the recommended key nutrients for children (perspective). The extension of the bill will provide a nationwide waiver authority for all qualified department of education in each state for school meal flexibilities that won’t increase costs and allow waivers for Summer Food Service Programs and Seamless Summer Option during the summer (policy area).

U.S. Senator Debbie Stabenow (D-MI): Debbie is the main sponsor for the Support Kids Not Red Tape Act of 2022. Fighting for kids to get the meals they need and deserve and extend school and summer meal flexibilities to feed children (Stabenow, 2022).
Senator Lisa Murkowski (R – Alaska): helping Senator Debbie Stabenow co-lead and co-sponsor the bipartisan Support Kids Not Red Tape Act of 2022 (CDFAC, 2022).
Senator Martin Heinrich (D-NM): co-sponsor of the Support Kids Not Red Tape Act, pushing to extend child nutrition waivers. Senator Heinrich is calling to extend these waivers and create a nationwide summer EBT program, expand CEP, a flexible meal service option for school districts in low-income areas (Heinrich, 2022). 
 
3. Description of policy topic
S.3979 The Support Kids Not Red Tape Act, sponsor Debbie Stabenow, will help prolong flexibilities for schools and families for an extra two summers during the 2022-2023 school year to recover from the severe economic impacts of COVID-19 pandemic and transitioning back to normal meal operations. Families will be able to get free or reduced meals over the summer by picking up or having food dropped off to their homes, including rural areas by providing children food no matter how far away they are. Children and low-income families will be able to get free meals without filling unnecessary paperwork. Due to staffing issues, and supply chain issues, these waivers provide food service operators can focus on feeding children and creating healthy meal plans, and under the Seamless Summer Option, schools are able to keep feeding children in the school all year round without having to switch operations (Senator Debbie Stabenow, 2022).
