market failure

Pick one topic from Modules 9-12 and discuss it.  Make sure you address the assigned readings and the questions posed in the lecture, but please add your own research.  Some questions for your consideration (which are here for your guidance, but you are free to ignore):  What do you think?  What is the appropriate role of business?  What are the possible unintended consequences, knowledge problems, and incentive problems?
1.    Please submit an assignment in Times New Roman, 12-point, 1-inch margins, 1.5 or double spaced (or something closely approximating this format)
2.    Please submit your assignment in doc, docs, or pdf format
3.    Please write your name on the assignment
4.    Please cite all sources and ideas that are not yours; any format is acceptable, as long as it’s consistent, and the grader can find sources.
5.    Please write a minimum of 400 words, and a maximum of 800 words.  Any submission that falls outside these guidelines will lose 10 points.
